14th Regional Congress of PZW Delegates in Słupsk
We will focus on digitalisation, strengthening the organisational framework of the fishing and angling sector, and promoting work with children and young people
The 14th Regional Delegates’ Congress of the Polish Angling Association was held on 21 February at the ‘Leśny Kot’ Centre for Education, Recreation and Promotion of the City of Słupsk. The Congress opened with a ceremonial presentation of the PZW District’s banner, which celebrated its 50th anniversary in September 2025, whilst the report
on the activities of the District Executive Board’s authorities and bodies for the 2023–2025 term served as a summary of the achievements of the past 50 years.
The Regional Delegates’ Congress was attended by 90 delegates. The delegates elected Karol Dziemiańczyk (Człuchów) to chair the proceedings, Eugeniusz Cherk (Lębork) as deputy chair, and as secretaries: Mieczysław Siwiec (Sławno) and Piotr Wysocki (Słupsk). The Regional Delegates’ Congress Presidium also included a representative of the PZW Executive Committee, Mr Marek Lesisz, the Executive Committee’s treasurer and chairman of the PZW Regional Organisation in Kielce.
Following the approval of the Congress’s rules of procedure, the election of the Congress committees, and the presentation of badges and honours, the numerical composition of the District’s governing bodies and authorities was determined. The District Executive Committee will consist of 10 members plus the President, whilst the District Audit Committee and the District Disciplinary Tribunal will each comprise seven members.
In the next part of the proceedings, the delegates and guests of the Congress listened to a speech by the outgoing chairman of the PZW District Organisation, Mr Teodor Rudnik, summarising the District’s achievements, Marian Szpilewski, Chair of the District Audit Committee (OKR), and Jerzy Lubieński, Chair of the District Disciplinary Tribunal (OKS). In his address, the Chair of the District Audit Committee (OKR) moved a motion to grant discharge to the outgoing District Executive Board. Following a discussion, this motion was passed unanimously.
Following the election of the Counting Committee, the election of the Chair of the District Executive Committee took place. The candidates were the current Chairman, Teodor Rudnik, and the former Chairman, Mr Zdzisław Ardzijewski. The candidates outlined their plans for the district’s future term of office. In a secret ballot
Mr T. Rudnik received 67 votes, whilst Mr Z. Ardzijewski received 20 votes.
Elections for members of the Regional Executive Committee (ZO), District Committee (OKR) and Local Committee (OSK) then took place. Following a secret ballot, the counting committee announced that the following had been elected to the District Executive Committee: Krzysztof Dwulit, Kępice; Karol Dziemiańczyk, Człuchów; Mateusz Gregorczyk, Przechlewo; Marcin Grzegorczyk, Słupsk, Józef Janowski, Kępice, Piotr Kluk, Bytów, Daniel Kowalski, Nowa Wieś Lęborska, Zbigniew Krupka, Miastko, Adam Kuczyński, Potęgowo and Mieczysław Siwiec, Sławno.
The following were elected to the Regional Audit Committee: Andrzej Fogt, Damno Okoń, Andrzej Gospodarek, Konarzyny, Józef Gostomczyk, Bytów, Michał Klonowski, Czarna Dąbrówka, Radosław Posmykiewicz, Człuchów; Marian Szpilewski, Siemirowice; and Piotr Wysocki, Słupsk.
The following were elected to the Regional Peer Court: Mariusz Kański, Słupsk; Piotr Leszczyński, Debrzno, Jerzy Nurzyński, Słupsk, Zenon Piepiórka, Leśny Dwór, Michał Polejowski, Lębork, Janusz Raczyński, Sycewice, and Ireneusz Trawicki, Kołczygłowy.
(Following the elections, during a break in the proceedings, these bodies were constituted. Mr Michał Klonowski was elected Chair of the Regional Committee, and Mr Jerzy Nurzyński was elected Chair of the Regional Disciplinary Committee).
The Słupsk District will be represented by a single delegate at the PZW National Delegates’ Congress. Following the elections, Mr Teodor Rudnik was elected as the delegate for Słupsk anglers, whilst Mr Karol Dziemiańczyk was elected as the deputy delegate.
An important task of the Congress was the selection of a single honorary member of the PZW, chosen on the basis of very strictly defined criteria.
Following a vote, from among the four candidates put forward, Mr Stanisław Szymański of Słupsk was selected as the candidate for this title.
Towards the end of the proceedings, the Regional Executive Committee (OZD) listened to speeches by invited guests and read out letters of greeting, and then voted on the draft resolution, read out earlier, setting out the objectives and directions of the PZW Regional Executive Committee for the 2026–2029 term; furthermore, by a majority vote, adopted motions for consideration at the National Delegates’ Congress (regarding the reinstatement of a discount on PZW membership fees for pensioners and the setting of a minimum age of 13 for young people to apply for a fishing licence) as well as a motion addressed to the Regional Executive Committee to increase the rate of pay for members of the Community Fisheries Guard recommended by the PZW.
Following the approval of the minutes of the Resolutions and Motions Committee, the conclusion of the Congress was announced.
