Meeting of the Słupsk Regional Branch of the Polish Angling Association (PZW), 2 September 2023
We have a difficult year ahead of us, but the needs of our waters and anglers are what matter.
On Saturday 2 September, the Regional Executive Committee met at the headquarters of the Słupsk Regional Branch of the Polish Angling Association (PZW). The meeting was chaired by Mr Teodor Rudnik, Chairman of the PZW Regional Committee. Also present were the Chairman of the Regional Committee, Mr Marian Zabłocki, and the Disciplinary Spokesperson, Mr Ryszard Szczęsny.
Following the approval of the minutes of the previous meeting and the adoption of the agenda, the meeting proceeded to discuss preliminary materials relating to the sea trout harvest operation and to hear a report on the implementation of the plan by the Damnica Stocking Centre regarding hatching and the usefor stocking in 2023, presented by Wojciech Sobiegraj, an ichthyologist and deputy director of the Regional Fishing Organisation’s office. Following the discussion, this information was accepted as a sound basis for the District’s forthcoming update of fishing management plans for all waters leased by the District Organisation.
The meeting then moved on to an analysis of the provisions of the draft Permit for Recreational Fishing in the waters of the Słupsk District in 2024, in order to incorporate the proposals received from the PZW clubs within our district. Following a discussion chaired by Mr Karol Dziemiańczyk, the Regional Organisation’s Vice-President for Fisheries and Water Management, the permit was approved and sent for editorial revision prior to printing.
In addition, the programme and organisational guidelines for the annual general meetings of PZW branch members for 2023, prepared by Mr Marek Szczepański, Vice-President for Organisational Affairs, together with the Organisational Committee, were adopted. These guidelines, in the form of a circular, will shortly be sent to the branches, as the annual general meetings, in accordance with the resolution of the PZW Executive Board and the PZW Statutes, must take place by the end of November this year.
– I believe that at these annual general meetings, our colleagues will thoroughly analyse the causes and effects of the decline in membership numbers in some of our branches. Of course, one could argue that this was influenced by the increase in membership fees and the abolition of the discount for pensioners, but after all, such a discount remains in place for the water protection and management levy. So there is plenty to discuss, all the more so as we have over 500 active members in the district, our work with young people is developing, and cooperation with local authorities is clearly improving – all of which gives cause for optimism,’ concluded Mr Teodor Rudnik.
With a view to the District’s situation next year, an analysis was carried out of the preliminary assumptions for drawing up the District budget for 2024 and the level of the District membership fee for 2024, which were presented by the Director of the District Office, Renata Sobka. Following the discussion, it was agreed that, given that the PZW Central Executive Committee will set the membership fee on 3 September (Sunday), the District Management Board would take the final decision by written circular, taking into account the proposals put forward by the participants in the discussion.
In turn, Mr Mieczysław Siwiec, Chair of the Youth Committee, presented preliminary information on the course and scope of events for children and young people organised by the clubs in the first half of this year.
Under ‘Any Other Business’, following a motion from the Sławno branch, the recommendation to appoint Comrade Jan Wiśniewski, resident in Sławno, and this resolution was forwarded to the Sławno County Governor with a view to appointing Comrade J. Wiśniewski to the post within the Sławno County.
The meeting was then adjourned.
