REQUEST FOR QUOTATION
The Management Board of the Słupsk District of the Polish Angling Association, hereinafter referred to as the ‘Contracting Authority’ in this invitation to tender, with its registered office in Słupsk at 65/A 3 Maja Street, 76-200 Słupsk, acting pursuant to: the Act of 11 September 2019 – Public Procurement Law (consolidated text: Journal of Laws of 2022, item 1710, as amended) as an entity not obliged to apply it, and the Rules for the Competitive Selection of Contractors under the ‘Fisheries and Sea Operational Programme 2014–2020’, in connection with its intention to commence implementation of the project entitled ‘Development of the area around Lake Jeleń through the construction of a jetty’, I hereby request that you submit a quotation
for the execution of the following task:
- Description of the subject of the contract:
The subject of the contract is the construction of a jetty for mooring boats on Lake Jeleń
in Bytów, in accordance with the attached design documentation and bill of quantities (the bill of quantities is for information purposes only). The planned jetty is a traditionally constructed structure made of timber, with the structure founded on oak piles, a load-bearing structure of larch logs, and decking of grooved larch planks. In addition, the contract covers the purchase, delivery and installation of cleats for mooring vessels, access ladders and mooring buoys. The design of elements such as cleats, access ladders and buoys is to be agreed upon during the implementation phase with the Contracting Authority and the Municipality of Bytów.
Lake Jeleń is an ecological site, additionally protected under the Natura 2000 network of protected areas. In view of the above, the quotation must take into account the fact that components to be incorporated into the structure must be delivered to the site as work progresses (it is not possible to store them in the immediate vicinity of the project), and that the components must be treated and painted off-site. During the project’s implementation, safety measures must be taken to minimise the risk of adverse impact on the area and the waters of Lake Jeleń.
The contractor’s responsibilities also include:
– cooperating with the Client and the Municipality of Bytów regarding the construction of the facility, facilitating supervision of the progress of works, and cooperating with the facility’s designer acting as the author’s supervisor,
– organising and signposting the construction site, erecting warning signs, an information board containing details of the construction works being carried out, and, upon completion of the works, the purchase and installation of a project information board, in accordance with a design approved by the Contracting Authority and the Municipality of Bytów (board dimensions: 120 x 80),
– compliance with health and safety at work regulations,
– appointing a site manager (a person holding a construction licence in the structural engineering sector), maintaining a site logbook, making appropriate entries in the logbook, and ensuring the site manager’s participation in the acceptance of works,
– informing the Contracting Authority, the Municipality of Bytów and the designer of any problems, difficulties or changes in relation to the design documentation and the bill of quantities.
A written contract will be concluded with the selected Contractor within 7 days of the deadline for submission of tenders. On the day the contract is signed, the Contractor will be provided with the design documentation, the site log and the contact details of the designer and representatives of the Contractor and the Municipality of Bytów. The Contractor shall be required to provide the details of the site manager, together with a copy of their qualifications, so that compliance with the condition regarding the provision of a site manager can be verified. On the day the contract is signed, a date shall be set for the formal handover of the construction site. The deadline for completion of the project is 15 September
2023. The Contractor is obliged to give written notice of readiness for handover. Acceptance shall take place within 3 days of the date of notification of readiness for acceptance, on the basis of a report drawn up in the presence of the site manager, a representative of the Contracting Authority, the Municipality of Bytów, the designer and the Contractor. The Contractor is required to provide, on the day of acceptance, a geodetic survey carried out in accordance with best practice by persons holding the relevant qualifications, as well as all attestations and certificates for the materials and equipment used and installed.
- Tender evaluation criteria, information on the point or percentage weights assigned to individual tender evaluation criteria, and the methods for awarding points for meeting a given criterion:
The criterion for selecting the tender will be the lowest gross price, with a weighting of 100%. This will be determined on the basis of the tender form submitted, a template of which is attached to this request for proposals.
- Deadline for submission of tenders:
Tenders drawn up using the standard tender form must be submitted to the Contracting Authority’s registered office, i.e. the Management Board of the Słupsk District of the Polish Angling Association, ul. 1 Maja 65a, 76-200 Słupsk (the date of receipt at the Contracting Authority’s registered office shall be decisive) by 3.00 pm on 8 August 2023.
The tender must be submitted in an opaque, sealed envelope or package, in a manner that guarantees the confidentiality of its contents and ensures its integrity until the deadline for opening tenders. The envelope or package containing the tender should be labelled as follows: ‘Development of the area around Lake Jeleń through the construction of a jetty’
Any tender submitted after the specified deadline will be returned to the Contractor unopened. The Contractor may amend or withdraw their tender before the deadline for submission has expired.
Tenders will be opened on 9 August 2023 at 9.00 am at the headquarters of the Regional Board of the Polish Angling Association in Słupsk, ul. 1 Maja 65a, 76-200 Słupsk.
- Information on the exclusion of entities with personal or capital links from the award of the contract:
Entities linked by capital or personal ties to the Contracting Authority, i.e. the Polish Angling Association, the Municipality of Bytów or the DECADa Design Studio, are excluded from participating in the procedure.
Capital or personal ties are understood to mean mutual links between the Contracting Authority or persons authorised to enter into commitments on its behalf, and

and conducting the contractor selection procedure, consisting in particular of:
- participation in a company as a partner in a civil law partnership or a partnership,
- holding at least 10 per cent of the shares or stock in the capital of another entity,
- serving as a member of a supervisory, audit or management body, a proxy or an authorised representative,
- being married to, or related by blood or marriage in the direct line, or by blood or marriage in the collateral line up to the second degree, or having a relationship of adoption, guardianship or trusteeship
- Information on the cancellation of the procedure:
The tender procedure will be cancelled if fewer than two tenders complying with the invitation to tender are submitted within the deadline set by the Contracting Authority.
- Information on the circumstances under which a tender will be rejected:
A tender will be rejected if:
– its content does not correspond to the content of the invitation to tender,
– it has been submitted by an entity that does not meet the conditions for participation in the tender procedure,
– it is submitted by an entity with capital or personal links to the beneficiary,
except in situations permitted under the Rules for the Competitive Selection of Contractors
under the ‘Fisheries and Sea’ Operational Programme,
– was submitted after the deadline for the submission of tenders specified in the request for proposals.
