Spring reviews and conclusions from the local branches
The March meeting of the PZW Regional Executive Committee in Słupsk, which took place at the regional headquarters and was chaired by President Teodor Rudnik, began with a moment of reflection, as those present observed a minute’s silence to honour the memory of the Honorary President of the PZW Central Board, General Eugeniusz Grabowski, who had passed away in December last year. President T. Rudnik then announced that Mr Karol Dziemiańczyk from Człuchów, the district’s vice-president for water management, had been promoted to the post of district police commander in Sztum, which would limit his involvement in the district’s affairs. To mark the occasion, the President presented Mr Karol with a copy of the book by Stanisław Cios and Janusz Jaskulski, *Fishing in Poland: Old Postcards*, signed by all members of the district.
Following the unanimous approval of the minutes of the previous meeting, a discussion ensued regarding the content of the PZW Regional Organisation’s financial report for 2022. As Renata Sobka, the district office director, emphasised, the past year had been very difficult in many areas of the district’s operations, primarily due to the sharp rise in the prices of energy, fuel, fish stock and production costs. However, the district managed to keep its key budget indicators under control and ended the year in a sound financial position. The District Management Board unanimously approved the financial statements, taking into account the amendments submitted following the audit by the PZW Executive Board and those raised during the discussion.
This was followed by a summary of the reporting campaign within the local branches, an analysis of the resolutions and motions adopted at the general meetings, and an assessment of the feasibility of implementing them. As noted by Mr Marek Szczepański, Vice-President for Organisational Affairs, who presented on this topic, given the significantly accelerated timeline for the reporting campaign, there was a high level of mobilisation within the local branches, and numerous branches organised general meetings of a high standard. According to an analysis of the documents submitted to the district, the district’s membership has increased by 66 anglers compared with 2021, and we now have 7,599 members organised into 45 clubs and one association, namely the ‘Pomuchel’ Sea Angling Sports Club in Lębork. The district’s operations are supported by five regional councils, which have also summarised the proceedings of the general meetings held in the clubs within their respective areas.
The district management board, having at its disposal a list of motions submitted during the general meetings and the meetings of the regional councils, has drawn up a schedule for their implementation. First and foremost, these were proposals that will be taken into account during discussions on the content of next year’s amateur fishing licence.
Under ‘Any Other Business’, reports were heard from the chairmen on the work of the District Committees, highlighting the need to intensify their efforts. The rate per kilometre applicable within the district for vehicles used for official purposes was also set. This will be 0.70 zł for vehicles with an engine capacity of up to 900 ccm and 1.0 zł for vehicles with an engine capacity exceeding 900 ccm. It was agreed that the limit on cash deposits at the PZW Słupsk Regional Organisation’s cash desk would be 5,000 zł. A motion to dissolve the PZW SCANIA branch in Słupsk was also approved, due to the failure to hold a general meeting of members. The composition of the Examination Boards for fishing licences within the local branches was unanimously approved, and a report was heard on the progress of work on the design of the PZW Executive Board’s new website, and consequently also the new district website, as reported to those present by Tomasz Borowiecki, who is responsible for the district’s digital media operations.
