INVITES YOU TO THE 13TH NATIONAL PAIR SPINNING COMPETITION FROM BOATS 

TO BE HELD on 11 September 2022 on Lake Rychnowskie.

Scoring fish: pike and zanderover 45 cm and perch over 20 cm, total score per pair; the entry fee of 120 zł per pair must be paid by 7 September 2022 into the Branch’s account 70 1020 4665 0000 3002 0001 4506, with the reference“Entry fee for the 13th OZS – please state the names of the competitors and their town” or in person at the HOBBY fishing shop in Człuchów, ul. Królewska.

Duration of the competition: 6 hours; electric and petrol engines with a power output of up to 40 KM are permitted

All competition participants will receive commemorative gifts.

PLEASE NOTE: Change to the perch scoring system. Please familiarise yourself with the rules. Generally, the larger the perch, the higher the score per centimetre. A minimum boat length of 3.00 m has also been introduced.

13th National Boat-Based Pairs Spinning Competition
Człuchów, Lake Rychnowskie, 11 September 2022

I General Provisions.

The competition is organised by the Człuchów Branch of the Polish Angling Association (PZW). The organiser’s partners are: Człuchów Town Council, Człuchów Municipal Council, the Człuchów Sports and Recreation Centre, the Water Rescue Service (WOPR) in Człuchów, and individual sponsors.

II Venue and date of the competition

The competition will take place on 11 September 2022 on Lake Rychnowskie. Participants are to assemble at the WOPR base by 7.00 am.

Provisional timetable:

06.00–07.00 – launching and preparation of boats;

07.00–07.30 – registration of competitors, collection and inspection of boats and equipment;

07.30–08.00 – judges’ briefing, preparations for the start;

08.00–14.00 – competition;

14.00–14.15 – time to hand in start cards;

14.15–15.00 – judging panel’s deliberations, announcement of results, presentation of trophies, certificates and prizes;

15.00–16.00 – group lunch

III Provisions regarding fishing:

1. Only those holding a fishing licence may take part in the competition. Minors may only compete if accompanied by an adult.
2. An entry fee of 120 zł per team is payable by 7 September 2022 to the following account: 70 1020 4665 0000 3002 0001 4506 or in person at the HOBBY fishing shop, Królewska Street, Człuchów. No fees will be collected on the day of the competition. Please state ‘entry fee for the 13th OZS’ in the payment reference, and provide the names of the competitors and the town or village from which the team comes.

3. The competition will be held using the spinning method, as a single-round event from the participants’ own boats, which the organiser will approve for the competition. Boats must be registered in accordance with general regulations, i.e. only where required by law. Inflatable boats, pedalos and kayaks not adapted for recreational fishing will not be permitted to take part in the competition. The minimum length of a boat is 3.60 m.
4. Boats may carry no more than two competitors. Single-person crews are permitted.
5. During the competition, the use of electric and internal combustion engines with a power output of up to 40 KM is permitted. The organiser reserves the right to check competitors’ licences where required by law.
6. The use of echo sounders is permitted.
7. Competitors shall fish in the water body designated by the organiser. The minimum distance between boats must be at least 50 metres.
8. The duration of the competition is 6 hours from the moment the start command is given to the finish signal; no additional time is allowed for reaching the fishing spot or returning to the assembly point.
9. The organisers will include the following species of predatory fish in the classification: pike and zander over 45 cm, and perch over 20 cm.
10. Fishing rods and artificial lures used in the competition must comply with the conditions set out in the R.A.P.R. The use of a gaff as auxiliary equipment is prohibited. Each crew must be equipped with a landing net and a soft net for holding live fish.
11.  The competition is held on a ‘live fish’ basis; consequently, there are no catch limits, nor is there a bonus for catching a full set before the end of a round, and the minimum size limits are lower.
12. Competitors are required to keep caught fish in a net until they are presented to the judge. Anglers must present fish for measurement in a landing net or a soft-sided net. The judge removes the fish from the landing net or keepnet, measures it, and then releases it immediately. The length of the fish, accurate to 1 mm, and the species are recorded on the entry form and confirmed by the competitor’s signature. The fish presented for measurement must be alive.
13. The competitor signals that a fish has been caught in the manner discussed during the pre-competition briefing. The frequency of signalling caught fish should ensure they remain in good condition and alive.
14. The following signals apply: – first signal – indicates the start of the competition round. – second signal – indicates the end of the competition round.
15. Competitors fishing as part of a team may assist one another in any way.
16. Trolling is prohibited.
17. In all other matters, the PZW regulations on sport fishing shall apply.

IV Scoring

1. Points are awarded for fish caught, as recorded on the entry form, according to the following rules:
   – pike and zander: 550 points for the minimum size limit + 50 points for each additional centimetre or part thereof above the minimum size limit; e.g. a pike 45.5 cm long = 550 points, a pike 46.0 cm long = 600 points, etc.;
   – perch: 100 points for the minimum size + 20 points for each subsequent centimetre or part thereof above the minimum size + 30 points for 30 centimetres and each centimetre above 30 cm + 40 points for 40 centimetres and for each centimetre above 40 cm + 50 points for 50 centimetres + 50 points for every centimetre over 50 cm e.g.: a perch 20.5 cm long = 100 points, a perch 31.9 cm long = 340 points, a perch 45.5 cm long = 820 points, a perch 50.0 cm long = 1,030 points.

2. The competition is held exclusively in the team (crew) classification.
3. A crew receives penalty points for presenting an undersized fish to the judge, equal to double the point value of a fish of the required size, i.e. 1,100 penalty points for an undersized pike or zander and 200 penalty points for an undersized perch. Penalty points are deducted from the crew’s total score.

V. Protests and appeals.

1. A competitor has the right to lodge an appeal with the judging panel in the event of objections to a decision by the supervising judge, or to request the correction of an error during the weighing/measuring of caught fish. They also have the right to submit a request to correct an error in the classification identified after the results have been announced, no later than 15 minutes from the time of their announcement. Appeals are considered by the chief judge, who informs the
   parties concerned of the decision taken.
2. Within 15 minutes of the competition results being displayed, those concerned may lodge protests. Protests are considered by the chief judge of the competition. The judge informs the person concerned of the decision taken. The person lodging the protest is required to pay a deposit of 200 zł. If the protest is rejected, the deposit is non-refundable. If the protest is upheld, the deposit is refundable. The chief referee’s decisions are final.

VI A competitor may be disqualified for:

• a significant breach of these regulations;
• competing whilst not in full mental and physical condition, or using substances that impair this condition during the competition;
• unsportsmanlike behaviour towards the organiser, a judge or other competitors;
• using unauthorised fishing methods or equipment;
• exceeding the set competition time limit;
• for the absence of, or the use of unsuitable, rescue and auxiliary equipment.

VII Final Provisions

1. Every competitor must be equipped with safety equipment for use on the water (a safety vest, life jacket or lifebuoy);
2. the crew must be equipped with at least one high-visibility vest in yellow or orange (e.g. a car or cycling vest, etc.)
3. the organiser reserves the right to inspect the boats before the start of the competition,
4. during the competition, in exceptional circumstances, it is permitted to go ashore after first notifying the judge and obtaining their consent. The crew may only go ashore on the designated island on Lake Rychnowskie, or at another location indicated by the judge;
5. The organiser reserves the right to delay the start time, suspend the competition and bring the competition to an early close in the event of a sudden change in weather conditions that prevents safe fishing. The method of signalling the shortening of the competition will be discussed during the pre-race briefing.

7. Prizes will be announced in a separate notice.
8. All competition participants will receive commemorative gifts.
9. Competition participants consent to the processing of their personal data for the purpose of publishing the competition results, reports on the event, details of fish caught, etc., in the media and on websites.

VIII Special Prizes:

Individual honourable mentions are planned for catching the largest pike and the largest perch of the competition.
