Information regarding the organisation of ice fishing competitions by the Słupsk District Branch of the Polish Angling Association (PZW).
In light of reports emerging regarding the organisation of fishing competitions (ice fishing) on the websites of the Słupsk District Branch of the Polish Angling Association (PZW) and on social media, I would like to inform you that the Regulation of the Council of Ministers issued on 11 February 2021 amending the regulation on the imposition of certain restrictions, orders and prohibitions in connection with the state of epidemic (Journal of Laws of 11 February 2021, item 267) – does not permit the organisation of such competitions by units of the Polish Angling Association.
The Polish Angling Association and its branches do not meet the eligibility criteria set out in the Regulation which would allow them to organise competitions. I would also point out that angling competitions (apart from casting competitions) do not take place at any of the sports facilities permitted under the aforementioned Regulation.
I would also like to clarify that the list of situations in which activities related to sport, entertainment and recreation may be carried out — constitutes an exhaustive list — which means that it is not possible to interpret the list of exempting circumstances, as specified by the legislator, in a way that extends the general prohibition on carrying out certain activities.
On this basis, I do not consent to the organisation of angling competitions by the Słupsk District Branch of the Polish Angling Association (PZW) until the Council of Ministers’ Regulation is amended to permit the organisation of such competitions.
