
Notice – restrictions on freedom of movement
In connection with the restrictions on freedom of movement introduced from 25 March to 11 April 2020 (Regulation of the Minister of Health of 24 March 2020 amending the Regulation on the declaration of a state of epidemic in the territory of the Republic of Poland) and the numerous enquiries received by the Head Office regarding the introduction of a ban on angling in waters managed by the Polish Angling Association, we hereby inform you that:
- At present, the Polish Angling Association does not envisage introducing a nationwide ban on angling in publicly accessible waters managed by the PAA. In specific cases, such a ban may apply to special fishing grounds or result from specific provisions of local law, e.g. an order issued by a provincial governor.
- Restrictions on movement have been introduced. Paragraph 3a(1) of the REGULATION OF THE MINISTER OF HEALTH of 24 March 2020 amending the regulation on the declaration of a state of epidemic in the territory of the Republic of Poland contains the following detailed provision:
‘During the period from 25 March 2020 to 11 April 2020, the movement of persons present within the territory of the Republic of Poland is prohibited, with the exception of movement undertaken for the purpose of:
1) carrying out professional activities or official duties, or non-agricultural business activities, or conducting agricultural activities or work on a farm, and the purchase of goods and services related thereto;
2) meeting essential needs related to day-to-day life, including obtaining healthcare or psychological care for that person or their next of kin within the meaning of Article 115 § 11 of the Act of 6 June 1997 – the Criminal Code (Journal of Laws of 2019, items 1950 and 2128), and, if the person travelling is cohabiting with another person, also the closest relative of the person with whom they are cohabiting, and the purchase of goods and services related thereto;
3) performing services on a voluntary basis and without remuneration to counteract the effects of COVID-19, including through voluntary work;
4) practising or participating in religious worship, including religious activities or rites.”
