FIPS-Mouche was founded in 1989 at the
CIPS Congress in San Marino – previously, fly fishing within CIPS had been the responsibility of
handled by the FIPS-Ed (FIPS Eau douce – freshwater) fly-fishing section, which, amongst other things,
oversaw the 1985 World Championships held on the San River in Lesko.
FIPS-Mouche broke away from the freshwater federation as the only (and perhaps
the first) federation defined by method rather than fishing environment.
The Poles were among the founders and
key figures in the development of fly fishing within CIPS. The first World Fly Fishing Championships
were due to take place in Poland – but that was in 1981, a year not particularly conducive to
such events. Instead, the fifth championships (1985) were held in Poland, with
Józef Jeleński, later Vice-President of FIPS-Mouche, served as the “driving force” behind the event; in
1991, Jerzy Kowalski was elected to this position.
In 2016, the organisation of the Championships
was entrusted to the Management Board of the Słupsk District of the Polish Angling Association, to be held
3–9 October 2016. The competition will take place on the Łupawa River and
at Stawek Łabędzi in Słupsk.
The Łupawa rises from Lake Jasień in the
vicinity of Zawiaty, within the Słupia Valley Landscape Park.
In its upper reaches, the river flows through undulating terminal moraine terrain
reaching up to 250 metres above sea level, and utilises trough valleys; in its lower reaches, it
flows through flat terrain with a peat and marshy subsoil, from Lake
Gardno. It flows into the Baltic Sea at Rowy (Ustka municipality).
In its middle course, it resembles a mountain stream in character. It is described by
anglers as the most mountainous of the Pomeranian rivers.
The Słupsk District of the Polish Angling Association
Słupsk began its activities on 25 May 1975. It currently has
over 7,300 members. Its 51 clubs are located in the districts of Bytów, Człuchów,
Lębork, Sławno and Słupsk.
In the planning and implementation of its fish-stocking programme, the association places particular emphasis on stocking with species
characteristic of Pomeranian rivers, which are key to their appeal, including, amongst others,
characteristic of Pomeranian rivers and which determine their appeal, including, amongst others,
sea trout, salmon, brown trout and grayling. In 2001,
a fish pass was built by the Słupsk District on the River Słupia
in Słupsk. In 2008, on the River Łupawa in Smołdzino, the district built two
artificial spawning grounds. The PZW ‘Trzy
Rzeki’ branch looks after the Łupawa River. The District
carries out rational fisheries and angling management across an area of approximately 3,000 ha
of water, of which 611 ha are the rivers Brda, Łeba, Łupawa, Słupia and Wieprza, which are typical habitats for salmonids.
We have a Community Fisheries Guard
comprising 220 wardens, who in 2015 carried out a total of 1,421
operations, including 214 in conjunction with the State Fisheries Guard and the Police. During the closed season
for sea trout and salmon, we organise round-the-clock patrols to protect the fish during the spawning season.
Furthermore, within the ranks of our District’s Community Fisheries Guard, there is a special Rapid
. On average, we stock our waters each year at a cost of 450,000 zł. In
2015, a team from our district won the Polish Championship on the Łupawa River.
The local branches and the PZW District organise environmental and angling education for children and young people.
Participants: England, Belgium, Montenegro, the Czech Republic, Finland, France, Spain,
the Netherlands, Ireland, Latvia, Norway, Portugal, Scotland, Sweden – a total of 98
competitors.
