Rules and Regulations of the 7th National
Pairs Spinning Competition from Człuchów, Łódź
,
Lake Rychnowskie, 11 September 2016
I General Provisions.
The competition is organised by the Człuchów Branch of the Polish Angling Association (PZW).
The organiser’s partners are: Człuchów Town Council, the Office of the
Człuchów Local Authority, the Sports and Recreation Centre in Człuchów, the Water Rescue Service (WOPR) in
Człuchów and individual sponsors.
II Venue and date of the competition
The competition will take place on 11 September 2016 on Lake Rychnowskie.
Participants are to assemble at the WOPR base at 7.00 am.

III. Provisions regarding angling:
1. The competition is open to adults
who hold a fishing licence.
2. An entry fee of 80 zł per team is payable; this must be paid by 8 September 2016 into the following account:

HOBBY, Człuchów, ul. Zamkowa. Fees will not be collected on the day of the competition. Please enter “entry fee for the 7th competition – state the payer’s surname and town” in the transfer reference. 3. The competition
will be held using the spinning method, as a single-round event from the participants’ own boats,
which the organiser will approve for the
competition. Boats must be registered in accordance with general regulations.
Inflatable boats, pedalos and kayaks not adapted for recreational
fishing will not be permitted to take part in the competition. Trolling is prohibited.
4. Each boat may carry no more than two competitors. Single-person crews are permitted. 5. During the competition, the use of electric and internal combustion engines with a power output of up to 40 KM is permitted. The boat’s helmsman must be a person aged 18 or over. 6. 5. During the competition, the use of electric and internal combustion engines with a power output of up to 40 KM is permitted.
The helmsman of a boat with a power output exceeding 10 KM must present a valid
boating licence.
6. The use of an echo sounder is permitted.
7. Competitors
shall fish in the waters designated by the organiser. The minimum
distance between boats should be at least 50 metres
.
8. The duration of the competition is 5 hours from the moment the command is given for the boats to start until the finishing signal; no additional time is allowed for reaching a fishing spot or returning to the assembly point.
9. The organisers allow the following species of predatory fish to be included in the classification: pike over 50 cm, perch over 50 cm, zander over 50 cm, pikeperch over 50 cm, and catfish over 50 cm.
9. The organisers will accept the following species of predatory fish for classification:
pike over 50 cm, perch
over 18 cm. Scoring is in accordance with the sporting regulations.
10. The fishing rods and artificial lures used
in the competition must comply with the conditions
set out in the R.A.P.R. The use of
a gaff. Each team must be equipped with a landing net and a soft
net for holding live fish.
11. The competition is held
‘on live fish’; therefore, there are no
, nor is there a bonus for catching a full set before the end of the round.
12. Competitors are required to
keep caught fish in a net until they are presented to the judge.
The angler presents the fish for measurement in a landing net or keepnet. The judge
removes the fish from the landing net or keepnet, measures it, and then
releases it immediately. The length of the fish, accurate to 1 mm, and
species are recorded on the entry form and confirmed by the competitor’s signature. The fish presented for measurement must be alive.
13. The competitor signals the catch in the manner discussed during the pre-competition briefing. The frequency of signalling
caught fish should ensure they remain in good condition and
alive.
14. The following signals apply: –
first signal – indicates the start of the competition round. – second
signal – indicates the end of the competition round.
15. Competitors
fishing as part of a team may assist one another in any way.
16. In all other matters, the PZW regulations for sportfishing
shall apply.
IV Scoring
1. For fish caught, in accordance with the entry form,
points are awarded as follows:
– pike: 750 points
for the minimum size + 50 points for each subsequent centimetre or part thereof
above the minimum size; e.g. a pike 50.5 cm long = 750 points, a pike
51.0 cm long = 800 points;
– perch: 50 points for the minimum size + 20 points for each
subsequent centimetre or part thereof above the minimum size;
2. The competition
is contested in a team classification (crews);
3. A crew receives
penalty points for presenting an undersized fish to the judge for measurement,
equal to double the point value of a fish of the required size, i.e. 1,500 penalty points
penalty points for an undersized pike and 100 penalty points for a
undersized perch. Penalty points are deducted from the crew’s total score;
.
V Protests and appeals.
1. A competitor has the right to lodge an appeal with the judging panel
in the event of objections regarding a decision by the supervising judge,
or to request the correction of an error during the weighing/measuring of
caught fish. They also have the right to submit a request for the correction of
an error in the classification identified after the announcement of the results, no later than 15 minutes after their announcement. Appeals are
considered by the chief judge, who informs the parties concerned of the decision
to
the parties concerned.
2. Within 15 minutes of the moment when the competition results are displayed, the parties concerned may lodge protests.
Protests are considered by the chief judge of the competition. The judge informs the party concerned of the decision taken.
The person lodging the protest is obliged
to pay a deposit of 50 zł. If the protest is rejected,
the deposit is non-refundable. If the protest is upheld,
the deposit is refundable.
The decisions of the chief referee are
final.
VI A competitor may be disqualified for:
– a significant breach of these regulations;
–
taking part in the competition whilst not in full mental and physical condition
or using substances that impair this condition during the duration of the competition;
–
unsporting behaviour by a competitor towards the organiser, a judge or other competitors
;
–
the use of unauthorised fishing methods and equipment;-
exceeding the set competition time;
– for the absence of, or use of unsuitable,
rescue and auxiliary equipment;
VII Final Provisions
-
Every competitor must, as a mandatory requirement,
be equipped with gear ensuring safety on the water
(safety vest, life jacket or lifebuoy), -
the crew must be equipped with at least one
reflective life jacket in yellow or orange (
car, cycling, etc.) -
the organiser reserves the right to
inspect the boats before the start of the competition, -
during the competition, in exceptional circumstances, it is permitted to go ashore after first
notifying the referee and obtaining their consent. The crew may go ashore only on the designated island on Lake Rychnowskie, or at another
location indicated by the referee; -
the organiser reserves the right to delay the
start time, suspend the competition and bring the competition to an early
conclusion in the event of a sudden change in
that prevent safe fishing. The method of
signalling a shortening of the competition will be discussed during the pre-race briefing; -

VIII Special prizes:
Honorary individual awards are planned
for catching the largest pike and the largest perch of the competition.
